The report warned supporters of the law that they cannot rule out the possibility of a paper trail that “could be used to identify and track people in the future”.
The Tufts reports said insurers may actually lower premiums and streamline administrative functions, or cut profits. They might also begin covering more procedures which would allow dentists to charge higher prices.
“The RMV already handles cases of people who are eligible to drive but not vote — including lawful immigrants with green cards and new drivers under 18,” the report states.
“Whatever voters decide on Question 3, the broader fight over alcohol sales in Massachusetts is likely to continue, with more expansive ballot questions in the years ahead,” said Evan Horowitz.
